Rockwall City Hall

The 20,000 square-foot Rockwall City Hall was part of the City’s new municipal complex that also included the Senior Community Center and the Police & Courts Building. The new City Hall is located on a sloping, 4 acre, wooded site near the city’s historic downtown square. The three story masonry building is designed to respect the scale and context of the existing neighborhood.
The building is organized and departmental functions and by the degree of public contact required. The main floor of the building is the mid level. The sloping site allows people enter via a bridge that connects the building’s mid level to the parking. The City Council Chamber and main lobby are located on this level.
Community service departments such as Utility Billings, Engineering, Building Inspection, Planning & Zoning, and Public Works are located on the lower level. The lower also contains staff toilets and lounge areas. City Administration is located on the third level.
