The Lancaster Service Center was designed for a triangular site near downtown Lancaster. The service center provides administrative office space, workshops, storage areas, and training facilities for the Public Work Department, Parks Department, and Animal Control Department. In addition to the main buildings, the project also included storage sheds for vehicles, equipment, and materials.

The buildings were sited in a manner that allows them to screen all work and storage areas from the street. Economical and durable tilt-up concrete wall panels were used on all exterior walls. Vertical and circular louvered vents are used to allow natural cross ventilation to occur within shop work areas.
